Those are promotional gag covers that TIME gave out to its advertisers (in this case, probably NBC). I know because my father, who owned a car dealership, had a TIME cover just like it with himself on the cover. It was given to him as a big of fun corporate swag by GM, which advertises with TIME. This is early 2000s - same time period. But by all means, spike your cortisol for nothing, lefties. Have an aneurysm.
