In the US, particularly in the American south, voters had to pass a brief written exam to prove themselves acquainted with American government, economics, history, law, etc... before they were allowed to cast a ballot. Historically, again, particularly in the American south, this was used as a way to disenfranchise black voters for decades before the federal government put an end to the practice. You see, the answers to the questions could be entirely subjective to the whims of the clerk on site. One famous example of a literacy test going bad was when a clerk asked a potential black voter, "How many bubbles are there in a bar of soap?"

I'm simply wondering if there's a case to be made for bringing back literacy tests that aren't subject to the whims or intentions of the clerk on site.
