You don't need either of those. You just need to see what happened when they forced employers to cover their full-time employees with healthcare - now suddenly everyone was working 5-6 less hours so they wouldn't be considered full-time.

First thing that came to mind from the result of this is that no one earning less than 15, especially ones that were paying minimum wage, will ever give out overtime. If your policy makes businesses pay more then you need to see how businesses will circumvent it to pay as little as possible and address those issues so things either fail as fast as possible or have a succeed as fast as possible.
