My father owned a car dealership. He was given one of those with himself on the cover from GM, which advertises in TIME magazine. TIME gave them out to advertisers as a gag, and the advertisers could choose to print them out and give them out to whomever as corporate swag. I'm guessing NBC gave some to Trump as a fun little corporate gag.
