Do we blame the political/military leadership too much for the failures of the Iraq war? Do we place too little blame on individual soldiers and units for failing to do basic, obvious stuff like securing ammunition dumps? In other words, was the war's failure caused by bad soldiers rather than bad leadership?
Sort of like how "failing schools" in the US are mainly caused by crappy students rather than crappy teachers?
