Canberra or Perth, or literally any of hundreds of decently populated country towns.

Canberra is like a yuppy utopia, boring as shit, nothing to do, but almost completely white, everyone is suspiciously friendly (it's like the truman show or something), you can walk the streets from one end of the city to the other at 2am and basically not even see anyone, and has a disproportionately large police presence (and houses 2 intelligence agencies). Also the whole town is a show pony for foreign dignitaries, billions have been ill-spent to make it nice and modern for it's tiny population, woo tax dollars.

Perth has a significantly larger population (x12) than canberra, everything infrastructure-wise is worse and older, but the city life is more fun. What Perth has going for it is that it's completely out of the public eye. Ragheads don't know it exists because it isn't a symbol of the west.
The issue is that everyone is mean as fuck. No friendly behaviour for the sake of it. Anyone being nice to you is either pretending for their job or wants something from you. Drivers try to run you over in the street when you cross, they floor it to 'teach you a lesson' and make you 'hurry out of their way' etc.
