who would initiate such regulation? all regulations are put in place with lobbyists' efforts behind them. Either you break to their demands or they go to someone else who will and now you lose out on the business. Example: enforce minimum wages in US, work gets outsourced to poopland and china
Stop giving them things for being useless.
But allow them to forage, fish etc. and etch out their own existence.
Basically make it possible to exist outside the system, or join the system and be productive. If you want the protection and security of the system, then you must contribute to it. If you want to chance it alone, that is also your right.
Remove all land ownership and allow property ownership only.
Or, if you don't want walled cities and segregation a la 2000ad comic 'megacity', then find a way to make them productive.
