Not sure what you mean. Are you saying that none of them wouldn't have anyone to inherit the money and no-one would have a Will? In that scenario (not 100% sure if it's the same in USA) the government would get the money and in the government spending or by lowering taxes due the less need for collecting money for the budget, the citizens would benefit from it.
