Linux isn't functionally less susceptible than Windows. In fact, while there are differences in their architecture (monolithic versus modular kernel, direct SCI versus abstracted SCI, file versus object metaphor), they are both multiuser, demand page virtual memory systems that use essentially the same types of software and hardware protections and mitigations (ASLR, non-executable pages, MAC/MIC, etc.). Apple's users are more like Windows users, but due to the relatively low marketshare, isn't targeted at nearly the same rate as Windows.

Windows lives in a bad place because it is still the market leader in general purpose desktop operating systems, is very well understood from a development standpoint (for bad guys) and the user base runs the gamut from high-end technical to low-end retard.

Now, before any of you start thinking I'm a fan of Windows, fuck no. It's a usability nightmare (especially 8.x and 10), is basically Microsoft's hoistware platform and is a bloody nightmare of a moving target for the last 10 years (WinAPI/COM+ versus .Net versus XNA/Silverlight versus Windows RunTime versus whatthefuckever).
