Yes, but only if you import people from countries that are already overwhelmingly white. For example, if Brazil let in immigrants from Poland, or Hungary, it wouldn't have much of an effect on the whiteness of those nations. But if you let in whites from more ethnically diverse countries like Britain, the US, or Canada, those countries would become less white, both in real numbers AND proportionally.
