Think of a meme as a big ol' deathstar cannon, but it destroys itself upon firing.

It took something like 5 years for Pepe to grow to full power, 1 or 2 of which were full-tilt memeing at maximum capacity. Once we unleashed him on the public, he was unstoppable; a truly powerful meme. But once you release a meme of this power and influence, its true power is spent and will quickly fade to nothing.

More abstract memes that take years or even decades to form, like the BBC meme or the Holocaust meme, will last practically forever because there is not one single symbol to represent it (or to serve as a target for opposing memes). This is why it was a mistake for /pol/ to ever associate with IRL faggots like the alt-lite or adopt definitive public symbols like pepe.

A more potent, long lasting meme would have been slowly leaking redpills with no clear source to the public, much as the ruskies did with communism in the Cold War (this meme was so potent it's still running today).
