Very few. The majority had their governments replaced and they were allowed to run themselves. For example, after the Danes surrendered-were they absorbed into Germany? No. Neither were many of the countries that could easily have been.

The baltic states for instance, were reinstated. The intent was to spread Germanic peoples to colonize Russia, but not for Germany's sole benefit. If you read above, or Mein Kampf at all, you'd know that western Slav's had western elements Hitler respected and wanted to preserve. The Soviet Union of his times had no such characteristics.

Religious, linguistic, symbolism-etc. The only aspects of Slavia that they didn't respect were eastern, especially the ideology of the Union.
