The reason for the disparity in results, and the reason why your results even change over time, is that they're simply tracking haplogroups. Or trying to at least. They're looking for some gene markers than telling you the best guess of where each marker generally originates.

23andMe frequently will update people's results based on them tweaking their predictions.

That's literally not true. You have to remember they are estimates based on samples from some old people scattered around. Thats why they have "low confidence regions" and such.
It also depends on how different the region is and how many samples they have from it. Idk about 23andme but ancestry actually gives you a chart for it. and how accurate certain estimates are.
