Motive is a strange thing and per se it is not exactly what it means in english. Crimes have three parts, the act, the intent, and the motive. The act is the voluntary aiming of the rifle and pulling the trigger, the intent was a showing that the actor knew there were consequences of the action, yet decided to continue with said act, whereas the motive is the reasons for desiring the consequences the intent/act. In this case, the fbi is saying they dont know exactly why he snapped and decided to shoot those specific gop members. I.e. there was no written or recorded missive that stated why he wanted to kill the gop senators. Someone snapping momentarily doesnt establish a movtive, and with what the fbi is willing to release, which means not the records the nsa obviously has, they conclude he snapped.
