Ethnic nationalism, the idea that every ethnic group deserves its own nation state, is a bad idea because it's very difficult to define borders based on ethnicity. Very few countries are homogeneous. Those few that are often have had to resort to forced expulsions or even mass murder in order to get that way. Poland, for example, is only homogeneous today because of the cruel deportation and murder of ethnic Germans who had lived there since the 19th century. There has to be a better way to draw borders.

Encourage people to move
Expel them if they don't
end result - peaceful borders.

There are several problems with that:
1. Forced migration is a major hardship for many people. Ethnic minorities often have deep economic and linguistic ties to their locales.
2. An ethnic diaspora may be spread over a very large area. How on earth would you be able to get all the Irish in America, Canada, Australia, etc. to move back to tiny Ireland?
3. Nomadic ethnic groups don't have a clear homeland. Where would you put the Gypsies? Would they have to go back to Romania? To India? What about the other people already living in those lands?
4. People naturally move around all the time. Without major restrictions on freedom of movement, you would lose your ethnic homogeneity very quickly.
5. A person's ethnicity is not always clear. Many people are of mixed ethnicity. If an America is of English, Swiss, French, and Scandinavian descent, where is he supposed to move to?
