If they choose:
1.Urban-you get 0.5 ha, 0.1 ha in the urban area(more than enough for a comfy house) and you get to pick a location for other 0.4 ha, but the location can't be in a agricultural area(some kind of a weekend house). This could attract many normal people who would want a life where they have a big house, a white neighbourhood, decent welfare and even a place to take their family regularly.
2.Rural-you get for example 6 ha(or whatever is decided to be the best area to give) in a village/farm.
This could actually atract many regular people. The biggest problem is the land. Also, I assume this country wouldn't have a coast, which is kind of a problem, but it can function.

theres not really an alternative. Remember youre in an area cut off from the rest of the world, no electricity except what you can produce yourself, no one around you wants an IT guy, the only thing you can really produce that others would want is food. Youll also need a bunch of people that can build stuff with their hands, but again, you only have what you can produce, so you'll need lots of people farming trees for wood, whatever you decide to farm for ropes, and so on.

Karlin was making some valid points back when he wrote those articles but the truth remains that Russia is in catastrophic demographic decline, especially in the Far East. Putin's government was able to induce a temporary recovery in the fertility rate and bumped up back to a respectable 1.7+ level, a far cry from the 1.2 ish fertility of the 90s. But the problem is that this temporary bump is not going to hold because the Economy is not growing anymore due to the collapse in Oil prices. The population decline in Russia is inevitable because after so many decades of sub-replacement fertility, the cohorts of child bearing age women are going to shrink inevitably. Also, the best young educated minds are trying to leave Russia because they see no opportunities there. Ethnic Russians have the lowest fertility rate in the entire Russian federation, the number gets bumped up to 1.7 because of all the Muslims in the caucasus and elsewhere who tend to be much more fertile. Ethnic Russian population has been declining for many years now and this is a huge problem for the Russian Government. Western White settlers can offer a loyal group of individuals who will help secure Russia's eastern front from the Chinks. Yes, I realize that the eastern region is not as big as you'd see on a flat map it's still pretty fuckin' huge.
