I am now, and always have been, a proponent of the CityState plan. Any metropolitan area/county with over 1m people should be it's own state and be forced to deal with it's own finances instead of bringing down the states around them. Make them accountable.

The basic problem in Illinois comes from the Chicago/Downstate divide. Both have their costs and benefits. Chicago is a huge engine of economic growth and revenue (esp. as medical marijuana accelerates), but also a huge sinkhole of welfare payouts, ineffciency, graft, and the sheer cost of city services (if Chicago were in China they'd have twice as many elevated/subway lines, who knows what would happen with the schools- that's another issue...). The various political patronage factions and divisions in the city, each with their own payola structure, make policy coordination difficult. A small social network of about 3,000 young people are holding huge chunks of the city hostage. This would have been offset by the industry that used to flourish in the city but the economy shifted just like everywhere else- "working at Target and shopping at WalMart"...
Conversely, beyond the five counties of Chicagoland, most of the state grows enormous amounts of corn and soy etc. and there are mines for unsexy minerals like bauxite, used to be coal down south. I'm not as sure about this but my understanding is that state subsidies go to support the farming base because while IL farmers sell every bushel, they're all low-price farm goods...
From a technocratic point of view it just doesn't make sense to have a governor who doesn't believe in government- not in the libertarian let the flowers blossom way, but in a way that just doesn't address the economic realities of the state in a responsible way.
The irony is that Chicago is the opposite of Detroit- the whole sate wakes up every day and goes to work (or collects benefits) and consumes products, there's no objective reason this should be happening.
Chicago should split off to become its own city-state...

The government is going to run out of money and will be too expensive to fund. They'll shut down. It'll become too expensive to offer much aid and that will result in two things happening. One, people will fracture and devolve into many factions. Two, innovation will become paramount. As food and water become scare and the quality drops, people will have to find a economical way to produce both and will.
People will die in the process. Without suffering, there is no united motivation to solve a problem.
Because they did this to themselves, they won't get very much help and there won't be very much charity (respectively) to help. Some will try to move to other areas for sanctuary but will be alienated and forced to leave (economically) because they cannot adapt to the lifestyle.
There is no doomsday civil war from this kind of fall out. Only poor minorities that keep delaying the solution until it cannot be delayed any longer.

For example NY the guy (Cuomo) may want to make a presidential run, so what he's doing is raiding their emergency funds instead of jacking taxes as a temporary quick fix. By the time his potential POTUS run comes into play is when the emergency funds run out and he can just leave that mess for whoever takes over in NY (who will be forced to jack taxes into the stratosphere to cover the debt).

The anon is feeding you incomplete information. It isn't just the pensions, its the fact that we outright sold our lottery system to a private firm in order to fix the 2010 budget. There wasn't a single voter in the state that thought that was a good idea at the time. Its hard to make money on a lottery system when you're obligated to pay out rewards but not obligated to 100% of the profit. The only money Illinois gets from it's lottery is the tax they collect out of the prizes... and they're paying almost half of the prize out from taxes they've collected elsewhere.

The whole state is fucked. Shit like that is entrenched at every level of our government. It needs to burn to cinders before it can get better.
