I can only speculate since I am not informed on this subject, but I feel it is likely a combination of factors, such as ease of use/transport, costs, they don't want to bring out more advanced technology/feel it's necessary, and possibly not wanting to show their hand more than they have to?

My boss is always saying that evolution and chemistry don't need to be perfect, only good enough to get the job done. The RuAF may operate on pragmatism more than the US equivalent.
