I just wanted to pass by and say that all of that is true and that if Western Russia really dropped out of of anything east of Perm, you'd instantly reach European levels in terms of development and would clear most of your corruption about a decade. There are cases where adding additional territory benefits you, and there are cases where it doesn't - Russia is one of the latter. The entire Eastern region is a deficit welfare shithole that leeches the Western part's capital in return of a very minor gain in raw resources, and a major gain in geopolitical power (problem being, that geopolitical power is used for corrupt purposes hence why the government still holds onto it).
