SVTOL planes have costly VTOL gear, instead saving that weight for armament and fuel.

Not on a fully laden plane, even commercial airplanes can't land when fully fueled, in an emergency they have to try and dump the fuel somewhere or else they make shit of the landing gear. On a warplane it's even worse since they want to make the plane as light as possible so they can't really afford to beef up the landing gear too much.

Britain went with ramp because of cost, we could have 2 ramp aircraft or one catapult, with the exeption of reliability a catapult is better, though the extra expense probably doesn't justify it when you can run 2 carriers instead of one, we're not as rich as the USA and I think our Trident subs take priority over our carriers

Yes they can. A commercial plane has to demonstrate landing at max gross take off weight plus a safety margin to be able to be certified. Military specs require even more structural strength per what dod requires.
