ID cars are issued by the states and not the federal republic. You go to the same office that issues driver licences and they will issue you a photo ID that not a licence to drive.

It is not a requirement in the US. States that have proposed to require it for voting get the idea shot down for being "Racist"

The british wouldve lost the battle of Britain without american supplies, volunteer pilots. They had very few supplies due to being an island, and were raped by the german subs. The americans were able to get supplies in.
