No not really genes on the y chrome cause several pathways and channels to turn off/on. These channels force the development of the primary gonads. The primary gonads then affect the shape more than anything. However if we use the defects to solve our nature we get some bias. The Y chromosome carries most mutations by design in DNA copies failed x chromes are far rarer and when they do fail it's failures are typically catastrophic.

It's mostly a semantic argument though. You're not truly a woman because male pathways are open and not closed nor are female pathways closed and male pathways blocked.

A better word would be pre-sexual. You have an opening in the genital fold, similarly young children don't have secondary sexual characteristics because they haven't developed them yet. But to say we were all women is a linguistic equivocation.
