No, romanticism was a response to classicism, which can seem very restrictive if you have low skill. Romanticism was a movement by artists and artists didn't like the elitism, especially since not everyone can be at Haydn or Mozart's level. The break away was Beethoven who began to write symphonies like Eroica, which really was form over functionality without losing either.
This could have contributed to post modernism, especially as modernism was a sort of snap away from the pretty form of romanticism, which by its late stage meant a lot of composers/writers/artists who created a lot of anthemic or nationalistic works, to a more "technical" look and feel or more realistic and noir philosophies, like existentialism, which for its short time was modernism. Here it gets fuzzy with its merge with post modernism, but that's different as post modernism is a deliberate replacement and attack on modernism. It is POST modernism.
You're talking about post modernism, that's artists going beyond art itself and it's fairly repulsive, it's "chaotic" until you realise paint out of an asshole has a Newtonian solution. This thing is something else and it fairly likely comes from Soviet infiltration of universities, namely progressive art schools. If the Soviets were still in power, then they'd like nothing more than to continue the classical tradition whilst the west degenerates.
Once again, the Marxists were the aggressors. Classical arts were oppressive because not everyone can understand counterpoint, even if it wasn't until John Cage until someone in the classical tradition couldn't.
