It's because Trump's populism is actually is moderate Republicanism mixed with old Democratic ideals (fair trade, infrastructure spending). It was how he was able to break the blue wall.

Then he goes and tries to appeal to the GOP establishment neocons that tried to stop him before. I don't know if that's because of Mike Pence as VP or Reince Preibus as Chief of Staff, but people like Tom Price and Scott Pruit are GODAWFUL cabinet picks
