The reason Austria-Hungary had so much ethnic tension prior to WW1 was because of Hungarian autism. While the Austrians and Habsburgs were content to allow the various Slavs have their own languages and cultures the Hungarians decided they wanted to emulate France and Britain (remember they were allowed to essentially govern themselves).
