Israel I can see. Not because the Israelis are "Great Allies," but because Trump has very little historical and geopolitical knowledge, and toes the line of basic, mainstream Conservatism on that front.
Considering his past (correct) statements on Saudi Arabia and their actions, though, there's no excuse. It's one of the few things that can't be blamed on Trump's lack of experience and knowledge, because he's on record as hitting the nail on the head previously.
Either Trump sold out, and is under the impression that it's not as big of an issue as he initially thought (which would be wrong). Or "deep state" types are exploiting Trump's lack of legislative prowess to push their long-solidified agenda.
tl;dr: Trump gets a pass on Israel because it's entirely unreasonable to expect him to have the knowledge that they're parasites. He has no excuse on KSA, because he's demonstrated sufficient knowledge on the subject previously.
