Jews that believe that greater Israel is theirs by divine right typically don't see Israel as a legitimate Jewish state. Jews that see Israel as a legitimate Jewish state aren't willing to get into a quagmire over land that isn't particularly valuable.

It's quite like the current situation in Gaza. Israel doesn't want Gaza; it's dirt poor and filled with mudslimes. During the Egypt peace talks Israel tried to give Gaza to Egypt, but Egypt wasn't interested in owning a poor few miles of land that would inevitably cause border skirmishes. Israel also would trade most of the West Bank to Jordan if they wanted it, but the West Bank is stupid poor, and Palestinians would be a majority in Jordan. Israel is cool with keeping the heights because it's richer, contains more Jews, and acts as a buffer.
