Alcohol can be a great drug, it can also be a nightmare drug. Depends who is using it, just like anything else.

Alcohol is one of the drugs the government are happy for the plebians to have easy access to. This is isn't because of some concern for your health, quite the opposite. Alcohol numbs the brain (which isn't always a bad thing), but great for the government.

There's a reason psychedelic drugs are illegal while being far less harmful to human health than most legal drugs - they are scared of them.

They are consciousness raising, no power system wants what they control to have access to that.
