I don't know what you're talking about but here's 3 explanations:
1. we are a jewish country. we are not interested in mass demographic changes. most eastern european country does the same.
2. It's problematic. you have to remember that most of those countries are/were enemies.
3. we actually have accepted refugees from sudan and Eritrea. their population is estimated to be something like 4k refugees. there are many refugees from the philippines, too.
