Let me explain why this is. In my city the drug dealers need lookouts, so they ask some twelve year old to go play basketball and give a signal when cops or some other gang or dealer arrives, and then offer the kid money for doing so. So of course the kid says sure because free gibs, then when a rival gang shows up they shoot the kid because they knew exactly what the kid was doing. Other than that, this study probably also includes up to 18 year olds. Black teens make up a fair bit of crime, especially in my city.
