Monitoring speech online is probably quite easy and cheap, plus white collar criminals dont hide so they are particularly targeted despite polls always showing people dont care nearly as much about non violent crime. Yet police can facetiously say they've hit targets and boast good conviction rates by attacking good citizens for arbritrary "crimes".

However cost still doesnt justify it, hate speech is just censorship of speech and population oppression.
