We would need to leverage military power to carve out a space in west Africa followed by a massive infrastructure project in that space. This nation would require roads, bridges, ports, hospitals, sanitation, schools, etc...We would attempt to utilize black American labor as much as possible in this project. As soon as the fundamentals of this project were underway we would invite private interests, American and international multinational corporations, to invest in this space. The US would hold this new nation as a protectorate similar to Puerto Rico, at least for a while. When the time comes to relocate black Americans they would all be given...reparations!!! At least that's what the money would amount to. These payments to individuals would go toward assisting those former Americans in moving and starting their lives in their new home.

It's a massive project requiring a holistic approach. No easy answers. But the main tools would involve the American military, private companies, international aid and diplomacy, etc...

Removing all welfare for a few years would be a good start. Start introducing laws that turn them into 2nd class citizens, stuff like newborn non-whites no longer get citizenship and you need citizenship for benefits. Punish employers for hiring non-citizens (or encourage hiring citizens). Or you could just pay them to self deport.
