The "Crackland" is a region in São Paulo, in Brazil, where hundreds of addicts live for the using of the drug. The situation is so heavy that most part of our former mayors did nothing to end this, and when it was done, the results were unsuccessful.

Last month our current mayor, João Doria, considered by many the best mayor we're having in decades, started a cleaning operation of Crackland. The police force expelled the addicts from the region, and there are dozens of services that seek to help them with their addiction, but they don't go after it.
The addicts were expelled from Crackland and was being expected their dispersal, but they moved off to another place, the Princess Isabel Square, where they stayed for a time. But yesterday, they started to comeback to the previous region, and the government still haven't done nothing, but our mayor said the Operation isn't over. It will be maintained and other strategies will be adopted.

The drug addicts are led and organized by criminal drug trafficking organization, and the order of comeback itself came from them. They have plans in case of invasion by the police, using the addicts as human shields in exchange of nine crack pieces for them.
We're waiting now to see how it will end. So, /pol/, how can a problem like this be fixed? They don't want the help offered by the government, and they always come back.
