The Cathecism here is wrong because this is not an objective statement, it is a statement of potency. Muslims can be brought to Christ and thus are fertile for participation in the plan of salvation. But unless if this one code is allowed to contradict 2000 years of Catholic truth, it has to be viewed in context as a statement concerning POTENCY and not the judgement that all Muslims will be part of the plan of salvation.
