I do not understand how people outside the system are too thick headed to get this one.
They didn't have to work to survive before. This changes that system so that they receive less money, but they can take small jobs or try entrepreneurship without losing said benefit, which was rather large to begin with.

We recently had an article in which some of these people in this program were interviewed and one of them was bitching how he doesn't know what to do with all that money and another said she likes it because now she can take a break from job hunting and maybe get back into looking for one later this year.
