I'd agree. I chalk it up to low trust vs high trust. In small communities you can maximize the benefits of a high trust community by knowing everyone. Urban areas are already lower trust areas due to alienation.
My pet theory is that this explains why small communities really revolt against immigration while the already low trust urban centers just shrug off the influx of aliens. Of course there is more to be said about law and order due to population density as well.
