In the abstract:

Nothing a person could achieve alone or in their lifetime. But you could gently and steady work on aligning the tracks towards this goal and make sure the ones aligned stay that way.

You could draw up some tactical goals derived from the stategic goal of "white race destruction" and project these goals as will unto different groups. That way you can go on with the plan and make sure that noone will ever get a peak of the bigger picture.

The incentives for these groups can be monetary, religious.

In later stages these incentives can be based solely on the perverted desires of those groups under the guise of altruistic humanism. At that point you'll be more concerned with accellerating the process rather than preventing the train from derailing. The targeted population itself makes sure it doesn't.
