The elite in the west doesn't try to make information that should be secret completely unavailable (they tolerate a lot of open secrets even) they just dilute and obfuscate it enough that it won't have much of an impact. The way they control people's perceptions, the truth is irrelevant unless it could be delivered the right way (perceptions gradually altered over a long period of time) or a special event occurs which would shatter people's perceptions in a way they cannot control (but when it happens it's probably on purpose).
