It would be easier to start with LA honestly. everything in and out of that city happens via a handful of relatively limited mountain passes (and the coast, I guess) and the water and power all come from elsewhere. With San Francisco, you have to take the entire Bay Area, and while that is smaller than LA, the approach is a decentralized flood plain with abundant food and water right there.

With LA, you simply seize the passes and destroy the aqueducts and the city is practically yours without ever setting a foot in it.

Seattle and Portland are similarly easy to isolate, but again have a mroe secure source of water than LA does so they'd hold out much longer.
