I have always heard that the UK's SAS/SBS are the best foreign SOF (Delta/DevGru are likely the best). I don't know any SEALs, Rangers, or JSOC operators, but I know a few green berets and they tend to rank SAS/SBS right behind Delta/DevGru (and possibly behind some Russian Spetznaz units). They also rank Delta as a little better than DevGru. Tough to say if it is or if they're just biased as they are in the Army.
