It legitimately cannot afford to pay its debts. Even if it doubled taxes, it wouldn't be enough. The last temporary income tax raise was supposed to stem the bleeding by paying off $30B worth of debt. It only lowered it by $1B and the debt has more than doubled since then.

I spent five years serving as chief of Staff to a state legislator. Democrat. That alone was enough to turn me.

There has never been an honest budget proposal that solves the fiscal crisis without raising the income tax to at least 5%.

The biggest drain is that pensions are currently bullet proof. Firm constitutional protections. And they have compounding increases each year. Even trying to remove that was shot down in court.

You could gut every aspect of state government. Zero safety net, shut down universities, etc.

Balancing the budget without a tax increase is so unpalatable its hardly worth discussing. Some legislators advocate it, but have never provided an honest path.

The only options are to hike the income tax to 5% along with massive cuts over the next several years, or get congress to allow bankruptcy.

There's also zero momentum to amend the constitution. Right now pensions are bulletproof, but fixed in the long run for anyone hired after 2010. Changing that would open the gates to pensions being raided. They shouldn't exist in the first place but they do.

Rauner wants a property tax freeze in exchange for an income tax hike. That's the republican proposal at this point.

We are fucked. Even operating without a budget, we've been running a deficit.

The state failed to make payments. They have a match of sorts, just like an employer and your 401k.

They wanted to spend money on stupid shit so they decided to skip payments, with legislative approval, and set up a ramp, a payment plan of sorts. Of course when those payments were due, they realized they were fucked and set up a new ramp. Pretty soon they were way deep in the hole and the pension system was severely underfunded. They tried to cut benefits but the courts said no.

Bankruptcy for a state would be a first. Depends on a lot of factors. I don't think it's been overly analyzed or at least discussed in my circles because of the uphill climb. It would require federal approval. Democrats hate it because it would royally fuck union members. Republicans love watching the state crash and burn due to stupid democrats.

I don't think property values would change much. You could make arguments either way, but I don't see it as a huge boom or bust for them.

We have a massive debt problem. It's so bad that for the past two years they haven't even been able to decide on a budget. There's also the fact that there's a ridiculous amount of gang violence and just general murder and robbery in and around Chicago and the suburbs surrounding it that things have gone to shit.

If you want an example look at Marquette Park, it used to be filled with Lithuanians and Polish, barely had any crime, streets were clean, you could stay out late and party without any real fear. Cut to 2017 and there were 5 bodies found dead in a house right near Maria High School (Or whatever it's called now, Maria Charter?), potholes everywhere, the area around West 44th in Chicago is another area that used to be mainly Lithuanian and crime free and is now filled with gang shooting and violence to the point that going to the local park is a risk. I am terrified when I got to visit relatives in Chicago because you can feel like you're going to get robbed or shit stolen at any minute and I don't get how half the people even live there at times. Hell, my relatives are scared to take their relatively decent looking car (Not expensive by any means) and park it because there's a chance some asshole is going to scrape the car, and try to steal it when you get out.

Cars on both sides, there's only enough space for one car to pass at any given time, and it's such a tight fit if you put two cars in the lane you risk trading paint, it's crazy. It doesn't help that literally every street including the alleys have cars on both sides AND speed bumps that make it a nightmare to navigate.
