Because having minimum sentences for non-violent drug offenders is a waste of taxpayer dollars going to private prisons.

Better to just pick a state where all drugs are legal, subsidize one-way transportation there and make border security tight.

Have it be illegal but non-criminal in the rest of the country: drugs just get repo'd, users or dealers are let off the hook.
