Bulgaria is great at technically following the letter of the EU's direction while totally ignoring the spirit.

I spent a few years in Bulgaria and noticed something similar to the bike lane thing.

Outside of commie blocks in the cities, they'd have EU mandated recycling bins - different colored bins for different recyclables. Then the garbage truck would come and empty each of the different bins into the back of the same truck.

I'll never know how much of it is to spite the EU and how much is simple incompetence, but God bless them anyway.
