Other people have had the drive (see Genghis, or Muslims) or the technology (Chinese, for example), but it really came together in Europeans at the right time for whatever reason.

I tend to think it was simply a matter of technology finally catching up with spirit; most of modern Europe is the result of Indo-Europeans conquering the continent, all the way to the Atlantic, establishing the dominate languages and paternal lines of today. When technology got to the point that the Atlantic was no longer a real barrier, the drive continued. It will continue to other worlds, someday, if we get our shit back together.

The thing is that pre-19th century engineering world is very... complicated. We know from some archaeological material that for instance - medieval engineers knew complex numbers. Who knows if they weren't known earlier! Now what's the deal with it? They were codified in the 18th century and well-described in 19th. It's simply that some engineers had their not completely mathematically correct versions of this and it worked. Reason? They were important for their projects. There's much more to buildings or aqueducts than just "building them".

It's actually relevant to illustrate what I mean that Romans didn't know science. All the examples you cite are directly practical, i.e. civil engineering, or in that case of Vitruvius I guess measurements of bodily proportions. But there is no abstract thought at all. No mathematical theorems. No physical experiments. Only concrete applications.

Science today and science back in the times was something different anon.

Many famous mathematicians and sciencists - Gauss, Wroński, Newton, Liebnitz... we can do it all day were engineers when it was needed. Inventors when necessary. Scientists when they've happened to get interested in science.

While many achievements of Romans were not something radically new when compared to the Greeks(aside maybe from those proto-factories in Gaul), they were that positivist-kind-of inventions and developments, where the old technology was improved but no breakthroughs have happened.

Steam engines evolved for at least 1000 years. Gunpowder also evolved, as other flammable, some quite fast burning, substances and chemicals were already known. I suppose iron smelting was quite revolutionary though, maybe even radically new. Newton only explained how gravity might work, but people obviously already knew that something like that exists, since the world is round. His ideas about force were quite radical, though, I believe.
