When you take what he said in the right context, yes he was right. Terrorism is something any large city has to be vigilant about, because terrorists won't blow themselves up in fucking Bumfuckborough.

Anyone who thought that he meant you should expect to live with terrorism in any big city... needs to gas themselves right fucking now before they breed.

What he hasn't touched on, however, is that the terror attacks have increased since letting in all the rapeugees. Instead of dealing with the problem, he makes a blanket statement which although is technically true, doesn't address why the problem has increased.
