I think their main purpose is to keep South Korea in check. They ousted their pro-American government a few months ago for a slightly less pro-American one. So now they have to be reminded that they need America's protection.
They probably are a real nuclear proliferation risk though and they'll have to figure out a way to make them stop without triggering a real war.
