The permit will show you may have a firearm and they'll ask if you have it in the vehicle.

Now, as for why the driver did such an obviously moronic thing... I'm thinking it's because of a low IQ, not thinking it through, and not having the mental acuity to understand the repercussions of his actions before committed to them.

In his mind, even though the officer instructed him to do X and Y, he probably honestly thought doing them would result in a safer environment for both of them. His thoughts focused probably on getting the gun off of him and giving it to the officer. Like a dumbass, he wasn't thinking of the actions he had to take in order to do so (reaching for his gun and pulling it out). So, him thinking he was in trouble and needed to submit to the officer to show he wasn't a threat, caused him to take these actions. The process of him (submitting and unarming) didn't occur to him as being a threat to the officer. It also didn't occur to him that he was disobeying direct and reasoned orders from an officer. So, likely, the dumbass driver didn't even see this coming.

Tbh, this is a prime example of the tragedies and suffering that happen in this world due to stupidity/ignorance. There didn't appear to be any ill-intent from either party but because of the driver doing something this fucking dumb, there is suffering all around.
