1. The German police would need to have "real evidence" a crime was committed in Germany. It is doubtful a court would hold this true just because a flag is German.

2. Then the police would have to provide a translation of the English post with an expert opinion of its criminalty to a court.

3. The court would then have to ask the German foreign ministry to initiate an international information request.

4. That information request would then be lodged with the foreign country that 4chan has its place of operation or headquarters... which could be either Japan or the US (New York).

5. Then the US or Japan would have to accept the information request and employ a judge with the help of the German consulate to send this information request to 4chan... if the local law allows to compel 4chan to provide private IP addresses on posts under US law.

6. 4chan would then have to comply with the request, rather than appeal it and provide the IP address.
