That usually happens doe to a nobility of one ethnicity ruling over another. but the Hittites settled in Anatolia literally thousands of years before that started happening.

so they should have been largely homogeneous unless the original population of Anatolia was really large so they had to conquer, mix with them and assimilate them ethnically and cuturally but that doesn't seem to be the case. since there are not records of battles and conquest of immigrants into Anatolian (Much in the way the saxons made their way into Britain) it seems they largely settled unopposed.
