yes, every country in fact.
there is no justice for the victim of a savage violent crime unless the offender is put to death.
you can take it further and allow 'eye for an eye' punishment decided by the victim or their family which would be ideal, but obviously human rights would be a major issue.
for now making sure that humanely euthanizing dangerous people is seen as 'ethical' should be the main focus.

It's actually not. When on death row, they get infinite appeals, which ties on court resources. Very, very wasteful. States like California do this on purpose, and have their state workers purposefully get death row inmates to appeal constantly, which DOES make the "The Death Penalty is more expensive than life in prison" talking point true in their states. It's purely artificial though, of course.
Give them five years AT MOST, and two appeals. That's more than generous. And allow them to speed it up at their choice. Allow them to instantly get executed if they desire it after being judged guilty.
The death penalty should only be an option where there is irrefutable proof such as multiple eye witnesses corroberated by video footage of the act, but in those cases they just get taken out back and hung.
